Due Diligence
Norda Stelo conducts due diligence for organizations that are considering investing in a new or existing asset. Our clients’ basis includes International Financing Institutions, investment funds and private companies. We have conducted due diligence for investments valued up to 700 M USD. The end product is an exhaustive project analysis which, among others, describes the feasibility and residual risks from the financial, technical, environmental, social, reputational, legal, as well as health and safety standpoints. Norda Stelo’s due diligence process is based on the prevalent international standards.
Independent Engineering
For the past 17 years, Norda Stelo has been involved as Independent Engineer in transactions valued over 5 billion USD. Working for the project financiers, Norda Stelo’s involvement is to ensure that the project works and deliverables are consistent with the agreed international norms and standards. As such, Norda Stelo provides review and advice on the work of the project consultants and contractors, over the duration of the complete project cycle, such as pre-construction, construction, commissioning, defects liability period and close-out.

Our Services in Independent Engineering
Pre-Construction Activities
- Advise on scheduling, procurement and tendering strategies
- Participate in bidders’ meetings and site visits
- Review tender documents and draft contracts
- Participate in evaluating pre‑qualification documents, and technical and financial proposals

Due Diligence and Independent Engineer
Millennium Challenge Corporation, Morroco
Norda Stelo was contracted by the MCC to act as Independent Engineer/Lender Technical Advisor during the due diligence and implementation phases of the Infrastructure Components of their Morocco Compact program. This assignment included the rehabilitation and extension of 3 industrial lands through public-private partnership and potential infrastructure investments in support of rural land privatization. Norda Stelo’s scope of work involved supporting MCC and the projects stakeholders with all work pertaining to:

- Pre-construction procurement stage
- Construction period/compliance monitoring stage

Port Infrastructure Development
Technical, Environmental and Social Due Diligence

Norda Stelo is acting as Technical Advisor to conduct a due diligence on behalf of prospective lenders for a port and infrastructure project. As part of this assignment, we are conducting an independent review of the environmental and social management commitments in order to:
- Ensure that the environmental and social risks already identified are being properly addressed and managed by the owner
- Issue specific recommendations in case of some remaining risks
- Report on any new risk identified
Special Economic Zone Infrastructure Development
Independent Engineer

Norda Stelo has been contracted by the financial partners (Lenders) to act as Independent Engineer throughout the Phase 1 of the project. Under this IE assignment, the overarching role of Norda Stelo is to safeguard the interests of the Lenders by providing an independent review and monitoring of the project, and identifying and mitigating risks on an ongoing basis. Our role can be summarized into the following 3 main group of activities:
- Financial close document review (pre-construction)
